Convicted sex offender charged in rape

A Fort Lawn man is behind bars and has been denied bond after the Chester County Sheriff's Office charged him with criminal sexual conduct 1st degree, sex offender registry violation and failure to register 1st offense on April 9.
According to an incident report from the Sheriff's Office, Carl Seager, 41, of 917 Fincher Road, Fort Lawn was arrested after a 69-year-old woman told police he raped her around midnight March 13.
The victim told police she was at the Fincher Road residence when Seager raped her in a bedroom. She said she told Seager not to and she resisted physically. She also told police she was afraid she was going to be killed.
“During the struggle, Seager covered her mouth and nose and would not allow her to breath,” the report stated.
Maj. Mary Anne Tolbert of the Sheriff's Office said it was her understanding the victim and Seager both lived in the house, on and off.
“They were acquainted,” Tolbert said.
The victim told police she was covered in bruises and suffered other injuries from the incident. She also told deputies that she kept the sheets off the bed, her clothing and undergarments she was wearing when raped.
The day after the rape, Seager is said to have left the area and went to Texas. When he returned, he learned police wanted to talk to him and he went to the Sheriff's Office, Tolbert said. He was arrested then.
According to the S.C. Law Enforcement Division Sex Offender Registry, Seager is described as a white male, 5'8” and 128 pounds.
The registry said Seager was convicted of sexual assault in Texas in 1996. It lists two failure to comply with registration requirements in Texas – one in 2005 and another in 2009.
